Yes I have exactly those settings. I never could get FDM to hook any downloads in IE, either (yes the addon is enabled in IE).
It only hooks in Firefox if I have the flashgot extension installed.
And, yes, I have them both checked in the Monitoring area, as well as "silent monitoring".

That's just it. No matter what settings I set, there is still the same problem.
