My FDM 1.5 can't launch?

When i dual-click fdm.exe, no response happens.

When i download a file with fdm in IE context menu, it remind me :
" Free Download Manager not properly installed! Please reinstall Free Download Manager "
:(
Why? My OS: Win XP + SP1
