I had been having this problem - downloads would stop/start about 45 - 60 seconds into the download.
I do have Kaspersky (7.0.1.325) installed and simply entered fdm.exe as a Trusted Application with the "Do not scan opened files", "Do not restrict application activity", and "Do not scan network activity" checkboxes selected.
I'd imagine it would be fine with "Do not scan network activity" selected by itself, but I'll try that later.
This also "un-capped" the limit at which FDM would download files - even with 4 or so sections one site was only getting about 110KB/s, but after excluding fdm.exe the downloads would go at full speed (700 - 800KB/s).
I presume that once the download is finished Kaspersky will scan it anyway. I don't really need to scan it as it's downloading.

Are you aware that Kaspersky 7.0.1.325, itself, has been reported to have problems by a bunch of folkes? 7.0.0.1125 appears to cause less problems.
