A bug in FDM 3.9.7's "Specify manually" proxy mode
In Windows 10 2016 64-bit operating system, the "Specify manually" proxy mode of the FDM 3.9.7 version does not support downloading HTTPS link files. It only supports HTTP link files.
But when I specify the Microsoft Internet Explorer proxy the same as "Specify manually" , ,and when I set the proxy mode to Get proxy settings "From Microsoft Internet Explorer" , I can download HTTPS link files through the FDM3.9.7 version.
As an contrast, In Windows 10 2016 64-bit operating system, the FDM5 series "Manual Proxy" mode supports HTTPS link download

Be nice to know what your poxy is and what kinda file it is to test that part of your problem as well. Since there isn't a way for others with v.3 to test this can be hard to know what is or isn't the cause. So if you have a public proxy and file that does this problem others can see if they get the same result.

Dear FDM developer,
In the Windows 10 1909 system environment, I also encountered this problem. After setting the VPN by "manual proxy", I can't download the https protocol file, and the http protocol file is normal. I hope that the respected FDM developers can fix this problem。

Proxy configuration in FDM 3.x was somehow fixed log time ago, see here (watch timestamps):

Now it may work a little better, but probably is still buggy. Unfortunately, I don't remember workaround, but using proxy settings from Internet Explorer should still work, as it's described in the very first posting of this topic.
I'm afraid there won't be any fix for any HTTPS/TLS related problems in FDM 3.x.

As Usher mentioned, there are no new workarounds but some older solutions he mentioned.
