What browser version, what FDM build? What steps did you do to start download? Have you provided your Windows Live login name and password?

I use fdm 3.9.5 latest stable buid. İmport text file some files take timestamp but not all.

Some explanations:
1. The current timestamp is used for files during download and for unfinished downloads (broken etc.) . Many file hosting services may generate files on demand from their database - in this case the timestamp may be different each time you download the file.
2. You should know your time zone. In Turkey you can see now 2015-04-23 01:50 +0300 (EEST) instead of "Last-Modified: Wed, 22 Apr 2015 22:50:30 GMT" reported by your logs.

It may be a bug with downloading in many sections. Open FDM menu Options | Settings | Downloads | New Download, click "Advanced" button and increase minimum size of section to 5 MB at least. Click "OK" to apply changes, then remove download for KB3023222 from download list, and delete downloaded file and re-download this update once again.

Now you have two possibilities:
- If the timestamp is still wrong, you have probably some problems with your antivirus, internet security suite, firewall, proxy or other software monitoring and caching your internet connection. Turn it off and try again.
- If the timestamp is OK now, just update your FDM to current 3.9.6 RC build, which seems to work OK with many sections.
