i have a doubt, can we make a queue for downloads with FDM?
it is possible that a paused donwload starts automatically after other one finish?

You can use low traffic mode for that case.
Go to Settings | Traffic limits, change "Maximum number of simultaneous downloads" for low mode to 1. Change other values if needed.

What traffic mode do you use? Either change this mode to High or set higher limits for downloads in High mode (It's in Settings | Traffic limits menu).
